Abbeville Elementary School
Student Council Constitution
Adopted September 21, 2009
Article One (Name)
The name of this organization shall be the Abbeville Elementary School Student Council, hereinafter called the AES Council.
Article Two (Purpose)
The purpose of the AES Council shall be to:
1. Strive for good citizenship.
2. Respect all individuals in the school and community.
3. Involve all students in sharing ideas to make our school the best it can be.
4. Help all students work together in our school.
5. Give all students practice in democracy in action.
6. Help other citizens and groups in our community.
Article Three (Membership)
Section 1: All students in grades 2 and 3 shall have the opportunity to be nominated, to vote, and to offer ideas of AES Council action.
Section 2: The members of the AES Council shall be representatives elected by their peers in grade 2
and 3, as well as selected by their teachers.
Section 3: The President, Vice-President, and the Secretary/Treasurer are elected by the AES Council members.
Section 4: Grades 2 and 3 shall have one male and female Room Representatives for each grade.
Section 5: The Principal and AES Council Advisor(s) shall be the final authority over all actions of the AES Council.
Article Four (Representatives)
Section 1: (Qualifications) A student who wishes to be a candidate for the AES Council shall:
1. Be a good citizen.
2. Be a hard-working and diligent student.
3. Relate well to other students and adults.
4. Be interested in being an AES Council representative.
Section 2: (Nominations) Any student in grades 2 and 3 can be nominated to be candidates for election.
Section 3: (Elections) Election of the AES Council officers (President, Vice-President, Secretary/Treasurer) shall take place in a council meeting by the end of September of each school year. The students receiving the majority (plurality) of votes shall be declared the representative. Elections/Selections of Room Representatives shall take place in the homeroom in September and January.
Section 4: (Powers and Duties) Each representative shall be responsible for performing the duties of the representative as listed in the American Student Council Association Student Council Guide (Student Edition).
Section 5: (Term of Office) The term of office for President, Vice-President, Secretary/Treasurer shall be for one (1) school year, beginning at the time of elections in September and ending at the end of the school year. The term of office for Room Representatives shall be from September to January and February to May.
Article Five (Officers and Advisors)
Section 1: The officers shall be President (Grade 3 position), Vice-President (Grade 3 position), and Secretary/Treasurer (Grade 3 position).
Section 2: (Nominations) Two or more candidates for the office of President shall be nominated from Grade 3 only. Two or more candidates shall be nominated for Vice-President from Grade 3 only. Two or more candidates shall be nominated for Secretary/Treasurer, for Grade 3 only. Nominations shall take place according to procedures approved by the Principal.
Section 3: (Elections) The election of officers shall take place no later than the first week in October of each school year and shall follow procedures approved by the Principal and advisor(s).
Section 4: (Duties and Powers) The officers shall have the powers and duties listed for each office in the ASCA Student Council Guide: Student Edition, and such other powers and duties as may be approved by the Principal.
Section 5: (Term of Office) The term of office for officers, President, Vice-President, Secretary/Treasurer, shall be one calendar year, beginning at the time of elections in September and ending at the end of the school year. The term of office for Room Representatives shall be from September to January and February to May.
Section 6: (Sponsors) The Advisor(s) shall be a member of the school staff who shall be responsible for fulfilling the duties and responsibilities of a sponsor described in the ASCA Student Council Guide: Sponsor Edition. The Principal may choose to be the Student Council Advisor.
Article Seven (Committees)
Section 1: (Standing Committee) Standing committees shall be the Executive Committee, the Campbell Soup Committee, the Box Tops for Education Committee, the Student Suggestions Committee, and the Scrapbook Committee.
Section 1A: The Executive Committee shall the Officers, the Advisor(s), and the Principal. No meeting of the Executive Committee shall take place without either the Advisor(s) or the Principal in attendance.
Section 1B: The Campbell Soup Committee and the Box Top for Education Committee shall consist of two (2) members. They shall be responsible for making arrangements for activities for collection of labels throughout the school year, get suggestions from teachers as to items to be acquired, and be responsible for submitting labels and box tops to the respective companies. The Advisor(s) will oversee their duties.
Section 1C: The Student Suggestion Committee shall consist of two (2) members. It shall be responsible for collecting ideas from the student body.
Section 1D: The Scrapbook Committee shall consist of two (2) members. It shall be responsible for gathering information about happenings at Abbeville Elementary School or the community. The committee is responsible for arranging the information in a scrapbook. The scrapbook will be put in the school’s archives.
Section 2: (Special Committees) Special Committees may be appointed by the President to plan and carry out activities approved by the AES Council.
Article Eight (Meetings)
Section 1: AES Council meetings shall take place at least twice monthly. The AES Council membership will decide each year the appropriate meeting dates and times. An agenda shall be prepared and handed out to each member of the AES Council at least one day before each meeting. AES Council members my initiate agenda items. All items for agenda must be submitted to the advisor(s) or Principal two days before a meeting. Additional agenda items may be added at the beginning of each AES Council meeting by a majority vote of Council members. If a quorum (half of the AES Council members plus one) is not present for a meeting, no Council action may be voted upon.
Article Nine (Voting Procedures and Rules)
Section 1: Each representative shall have one vote.
Section 2: All motions require a second; all motions require (for passage) a majority vote of the AES Council members.
Section 3: Roberts Rules of Order, Revised Edition shall be the authority on any questions of parliamentary procedure.
Section 4: Any and all actions of the AES Council are not official until approved by the Advisor(s) and/or Principal.
Article Ten (Amendments)
This constitution may be amended by a two-thirds vote of the AES Council representatives.
